The California Air Resources Board (CARB) will respond Tuesday to a legal hurdle to the State’s proposed carbon cap-and-trade system.  A San Francisco judge Friday announced his tentative ruling that California did not adequately consider alternatives to creating a carbon market.

While the U.S. Congress cannot come together to pass an energy bill, two states recently adopted comprehensive sets of policies on utility energy efficiency programs, including an Energy Efficiency Resource Standard (EERS).

A program that had been established five years ago by the North Dakota Farmers’ Union (NDFU) to issue carbon credits to farmers has been left without the necessary funds thanks to the failure of the U.S. Congress to pass a climate bill this year.

For years, Russia has officially been skeptical of the need to take action to reduce carbon emissions. This not surprising given that the country is the world’s largest producer of oil and natural gas and has the fourth highest greenhouse gas emissions in the world.
